MoDOT issues Draft Environmental Impact Study for Paseo Bridge

On Monday, April 3, 2006, the Missouri Department of Transportation (MoDOT) released its draft Environmental Impact Study (EIS) for proposed improvements to the I29/35 corridor, including the Paseo Bridge.

MoDOT has made the Executive Summary of the draft EIS available on its website, and has deposited print copies of the draft EIS at several locations in the metropolitan area for public review.

To broaden public awareness of the critical issues at stake, as well as to maximize the potential for developing a meaningful community response, the KCDC is offering access to the full text of the draft EIS through our website.

Background

Following a Major Investment Study concluded in 2002, MoDOT and the Federal Highway Administration (FHWA) proposed to reconstruct and widen Interstate 29/35 and potentially reconstruct the Paseo Bridge over the Missouri River.

Over the past 18 months, MoDOT has been preparing a draft Environmental Impact Statement (EIS) to examine operational and capacity improvements for the Paseo Corridor, including the north leg and northeast corner of the interstate highway loop around downtown Kansas City. The draft EIS evaluates whether to complete a major rehabilitation of the existing I-29/35 Paseo Bridge over the Missouri River and construct a new companion bridge, or replace the existing bridge with an entirely new structure or structures.

MoDOT will be holding two open-house sessions to obtain public input and feedback:

The Kansas City Design Center has been monitoring the draft EIS process, and is helping to coordinate a formal response by community stakeholders during the mandatory 45-day public comment period. Under the National Environmental Protection Act (NEPA), FHWA must take public comments into consideration in reaching its determination of whether MoDOT has properly evaluated the environmental impacts of the proposed improvements, and considered all reasonable alternatives in recommending its preferred alternative.

Daniel Serda, KCDC Executive Director, is also representing the Downtown Council on a Community Advisory Group convened by MoDOT. The Advisory Group will provide stakeholder input into the design-build process for construction of the proposed changes.
